San Jos\u00e9, December 20, 2011<\/p>\n

This morning at the close of the Government Council session, Costa Rican President Laura Chinchilla swore in a commission whose objective will be to diagnose, evaluate, and recommend precise changes for the country\u2019s marine governance<\/p>\n

President Chinchilla formed the commission taking into consideration how the oceans generate distinct goods and services for the country through a large variety of activities including: commercial and sport fishing, aquaculture, navigation, trade routs, landing of products at ports of call, tourism, marinas, whale watching, research, and marine biodiversity conservation.<\/p>\n

In addition, Costa Rica\u2019s marine territory is 10 times larger than its land area and its resources are large contributors to the national economy, making its management essential<\/p>\n

According to the President, the county must redefine its vision and outlook in relation to its use of marine resources with the intent of protecting them and devising ways of sustainable use for the benefit of future generation<\/p>\n

President Chinchilla also confirmed the need to designate a commission with the power to assess and analyze the country\u2019s marine unconstitutionality in a way that strengthens institutions responsible for its management and control in order to abide by established environmental laws and improve their effectiveness<\/p>\n

Beginning in January 2012, the commission will work to consolidate astrategy that involves all marine natural resource users.\u00a0 Over the course of the next three months, through a process of consultations and discussions, it hopes to devise a diagnosis that exposes the true state of the country\u2019s marine territory.\u00a0 In June, an official presentation to the president of the commission\u2019s findings is planed along with its recommendations for the improvement of marine governance in order to arrive at an improved strategy for marine management<\/p>\n

The commission consists of the following members:<\/p>\n

-A presidential coordinator: M.Sc. Mar\u00eda Virginia Cajiao, technicalsecretary and consultant to the Presidential Environmental Council<\/p>\n

-A representative from the Agricultural Ministry (MAG): Vice Minister Xinia Chave<\/p>\n

-A representative from the Environmental Ministry (MINAET): Vice Minister Ana Lorena Guevar<\/p>\n

-A representative from security\/navigation: M. Sc. Carlos Alvarado from ICD<\/p>\n

-An expert in oceanography and marine biology: Dr. Marco Quesada from Conservation International<\/p>\n

-The commission will also be formed by Costa Rica\u2019s vice president Alfio Piva Mes\u00e9n who, along with Cajiao, will be the coordinator of all commission work.<\/p>\n

an Jos\u00e9, 20 de diciembre de 2011.<\/strong>Esta ma\u00f1ana \u00a0al finalizar la sesi\u00f3n de Consejo de Gobierno, la presidenta de la Rep\u00fablica, Laura Chinchilla Chichilla, jurament\u00f3 una comisi\u00f3n que tendr\u00e1 como objetivo diagnosticar, valorar y recomendar los ajustes precisos para la buena gobernanza marina en Costa Rica.<\/p>\n

La Mandataria conform\u00f3 esta comisi\u00f3n considerando que los mares del pa\u00eds generan distintos bienes y servicios asociados a una gran variedad de actividades, entre las que destacan: pesca comercial y deportiva, maricultura, navegaci\u00f3n, rutas de comercializaci\u00f3n y tr\u00e1nsito marino, descarga en puertos mercantes, turismo, marinas y atracaderos, observaci\u00f3n de cet\u00e1ceos, investigaci\u00f3n y \u00a0conservaci\u00f3n de biodiversidad marina.<\/p>\n

Adem\u00e1s, Costa Rica cuenta con un \u00e1rea marina 10 veces m\u00e1s grande que su superficie terrestre, que es fuente de riqueza\u00a0 para la econom\u00eda nacional y, por ello, es un\u00a0 espacio imprescindible de ordenar.<\/p>\n

De acuerdo con la Presidenta nuestro pa\u00eds debe redimensionar su visi\u00f3n y ampliar su \u00f3ptica en relaci\u00f3n con los recursos marinos, con la finalidad de protegerlos y fomentar su aprovechamiento sostenible para el beneficio de nuestras futuras generaciones.<\/p>\n

La Mandataria asegur\u00f3 que es necesario designar una comisi\u00f3n como \u00f3rgano asesor, que analice la institucionalidad marina de Costa Rica, de manera que se fortalezcan las instituciones a cargo del manejo y control mar\u00edtimo del pa\u00eds, para lograr el control y el cumplimiento de la normativa ambiental vigente y su mejoramiento.<\/p>\n

A partir de enero del 2012 esta comisi\u00f3n trabajar\u00e1 consolidando la estrategia a seguir, con el fin de involucrar a todos los usuarios de los bienes y servicios que aporta el mar. Se espera en el t\u00e9rmino de tres meses -mediante un proceso de consultas y elaboraci\u00f3n de mesas tem\u00e1ticas- elaborar un diagn\u00f3stico que arroje hallazgos y necesidades para que en el mes de junio, se haga una presentaci\u00f3n oficial de la comisi\u00f3n a la presidenta de la Rep\u00fablica con recomendaciones que conlleven al mejoramiento de la institucionalidad marina para hacer una mejor gesti\u00f3n del mar, todo ello con miras a ejercer una soberan\u00eda total de nuestros mares.<\/p>\n

Esta comisi\u00f3n se conforma de la siguiente forma:<\/p>\n

-Una coordinadora de la Presidencia: M.Sc. Mar\u00eda Virginia Cajiao, asesora del Consejo Presidencial Ambiental.<\/p>\n

-Un representante del MAG: Vice Ministra Xinia Chaves<\/p>\n
