Mauricio Gonz\u00e1lez, recently appointed directive at Incopesca, has ties with the sea ships Franju II and III which were spotted several times invading the Cocos Island National Park sea area.<\/p><\/div><\/p>\n

January 9, 2012 \u2013San Jos\u00e9, Costa Rica<\/p>\n

The immediate intervention of Incopesca and the destitution of its Board of Directors, is the recommendation of (The Front for Our Seas), delivered today through a letter addressed to Costa Rica’s President Laura Chinchilla and the Minister of Agriculture and Livestock Gloria Abraham<\/a>.<\/p>\n

The recommendation is based on the latest political developments taking place in the bosom of Incopesca, which demonstrates that fisheries policies are still a long way from real change, in spite of the positive marine conservation actions taken by the Executive Branch over the last two years.<\/p>\n

Among the positive actions, the Front For Our Seas highlights the closure of private docks to foreign fleets, the creation of the Sea Mounts Marine Management Area, the inclusion of hammerhead sharks in Appendix II of CITES, the destitution of Incopesca’s Vicepresident due to an inherent conflict of interests, and the recent issue of the Comptrollership\u00b4s Report (DFOE-EC-IF-14-2012) (Government Accountability Office) which exposed a number of anomalies surrounding the definition of national fisheries policies.<\/p>\n

The Front for Our Seas complains nonetheless, that the elaboration of the National Fisheries Development Plan, soon to be published, was performed by two well known consultants, both of whom since 2003 have vehemently defended Incopesca’s policies related to the use of private docks by foreign fleets, the use of shark finning control systems that allows the separation of the fins from the body, and the use of the Association of Biologists to oversee illegal foreign fleet landings at private docks. Furthermore, the Front denounced the recent appointment of fishing entrepreneur Mauricio Gonzalez as a Board Member of Incopesca, who also happens to be responsible for three longline vessels, which together accumulate over 40 reports for invading the protected waters of Cocos Island National Park.<\/p>\n

Finally, the Front for Our Seas reminded the President and the Minister that an intervention of the institution is technically justified, based on the Reports issued by the Presidential Commission on Marine Governance and the Comprtollership of the Republic, which exposed the need to reform the institution and the lack of technical considerations when granting licenses.<\/p>\n

“We\u2019ve had to resort once and again to the Courts, the Legislative Assembly, the Attorney General, the Ombudsman and the Comprtollership of the Republic, just to change the capricious policies established by these consultants, whom for years simply decided to ignore the best scientific information and national legislation” clarified Randall Arauz of Pretoma, a member organization of the Front For Our Seas. “I don’t see why it would be any different now, we will have to wait for the publication of their Plan”, warned Arauz.<\/p>\n

“The appointment of Mauricio Gonz\u00e1lez as a Board member of Incopesca is proof of the tremendous forces that are resisting the efforts of the Government of Laura Chinchilla to fully develop the Blue Agenda, and we are even more worried that the Minister of Agriculture seems to not mind much about these appointments” explained Andr\u00e9s Jim\u00e9nez, Coordinator of the Front For Our Seas, \u201cAn intervention of Incopesca would give the necessary means to the President to clear the path of the stale private interests that have ruled this institution up to this very day.” sentenced Jim\u00e9nez.<\/p>\n

\u201cThe time has come to define the political reforms needed for Incopesca to finally ensure the protection of the public interest” announced Leonora Jim\u00e9nez, spokeswoman of the Front For Our Seas. . “I call on all Costa Ricans to support an immediate intervention of Incopesca, as marine resources belong to all of us, ” said Jim\u00e9nez..<\/p>\n

The Front For our Seas is a group of organizations of the civil society that works to improve the administration of marine resources through a series of legal, scientific, political, and advocacy approaches, that lead to an improved management of marine resources. It promotes the reform of Incopesca in such a way that it responds to the objectives for which the institution was created: the protection of the public interest and the sustainable use of fishery resources.<\/p>\n

La intervenci\u00f3n inmediata de Incopesca y la destituci\u00f3n en pleno de su Junta Directiva, es la recomendaci\u00f3n del Frente Por Nuestros Mares, entregada el d\u00eda de hoy mediante una carta dirigida a la la Presidenta Laura Chinchilla y a la Ministra de Agricultura y Ganader\u00eda Gloria Abraham<\/a>.<\/p>\n

La recomendaci\u00f3n se fundamenta en los \u00faltimos desarrollos pol\u00edticos en el seno de Incopesca, los cuales demuestran que la pol\u00edtica pesquera nacional est\u00e1 lejos de cambiar, a pesar de las acciones positivas en relaci\u00f3n a conservaci\u00f3n marina que ha dado el Poder Ejecutivo en los \u00faltimos dos a\u00f1os.<\/p>\n

Entre las acciones positivas, destacan el cierre de los muelles privados a las flotas extranjeras, la creaci\u00f3n del \u00c1rea Marina de Manejo Montes Submarinos, la inclusi\u00f3n del tibur\u00f3n martillo en el Ap\u00e9ndice III de Cites, la destituci\u00f3n del Vicepresidente de Incopesca por conflicto de intereses, y la reciente publicaci\u00f3n del Informe de la Contralor\u00eda (DFOE-EC-IF-14-2012) que expone una serie de anomal\u00edas alrededor de la definici\u00f3n de pol\u00edticas pesqueras nacionales.<\/p>\n

Reclaman no obstante, que la elaboraci\u00f3n del Plan de Desarrollo Pesquero Nacional, que ser\u00e1 publicado en un futuro cercano, ha estado a cargo de dos conocidos consultores que desde el 2003 han defendido a ultranza las pol\u00edticas de Incopesca en temas como el uso de muelles privados por flotas extranjeras, el uso de sistemas para controlar el aleteo que permiten la separaci\u00f3n de las aletas, y el uso del Colegio de Bi\u00f3logos para fiscalizar descargas de flota extranjera en muelles privados. Adem\u00e1s, denuncian el reciente nombramiento del empresario pesquero Mauricio Gonz\u00e1lez en la Junta Directiva de Incopesca, quien a su vez es responsable por tres embarcaciones que juntas acumulan unos 40 reportes por invadir las aguas protegidas del Parque Nacional Isla del Coco.<\/p>\n

Finalmente, recordaron a la Presidenta y la Ministra que una intervenci\u00f3n ser\u00eda t\u00e9cnicamente justificada, ante los Informes de la Comisi\u00f3n Presidencial de Gobernanza Marina y la Contralor\u00eda General de la Rep\u00fablica, donde queda expuesta la necesidad de reformar la instituci\u00f3n y la carencia de consideraciones t\u00e9cnicas para el otorgamiento de licencias.<\/p>\n

\u201cHa habido que recurrir una y otra vez a las Cortes, a la Asamblea Legislativa, a la Procuradur\u00eda, a la Defensor\u00eda de los Habitantes, y a la Contralor\u00eda General de la Rep\u00fablica, tan solo para cambiar las pol\u00edticas antojadizas de estos mismos consultores, quienes por a\u00f1os simplemente decidieron hacer caso omiso de la mejor informaci\u00f3n cient\u00edfica y la legislaci\u00f3n nacional,\u201d aclar\u00f3 Randall Arauz de Pretoma, organizaci\u00f3n miembro del Frente Por Nuestros Mares. \u201cNo veo por qu\u00e9 ahora ser\u00e1 diferente, habr\u00e1 que esperar la publicaci\u00f3n de su Plan,\u201d advirti\u00f3 Arauz.<\/p>\n

\u201cEl nombramiento de Mauricio Gonz\u00e1lez en la Junta Directiva de Incopesca es una muestra de las tremendas fuerzas que presionan al Gobierno de Laura Chinchilla y que se resisten al desarrollo de la Agenda Azul, m\u00e1s a\u00fan es preocupante que la Ministra de Agricultura no parece mostrar mucha reticencia a este tipo de nombramientos\u201d expuso Andr\u00e9s Jim\u00e9nez, Coordinador del Frente Por Nuestros Mares. \u201cUna intervenci\u00f3n de Incopesca le brindar\u00eda a la Presidenta Chinchilla los medios para despejar el camino de los a\u00f1ejos intereses privados que hasta hoy d\u00eda han reinado en esa instituci\u00f3n,\u201d sentenci\u00f3 Jim\u00e9nez.<\/p>\n

\u201cHa llegado el momento de definir cu\u00e1les reformas pol\u00edticas se deben realizar a Incopesca para que finalmente la instituci\u00f3n vele por la defensa del inter\u00e9s p\u00fablico,\u201d anunci\u00f3 Leonora Jim\u00e9nez, Vocera del Frente Por Nuestros Mares. \u201cApoyemos todos los costarricenses una intervenci\u00f3n inmediata a Incopesca, pues los recursos marinos nos pertenecen a todos,\u201d dijo Jim\u00e9nez.<\/p>\n

El Frente por nuestros mares (FPNM) es un grupo de organizaciones de la sociedad civil que trabaja por mejorar la administraci\u00f3n marina mediante una serie de planteamientos legales, cient\u00edficos, pol\u00edticos y de movimiento civil que lleve a un mejor manejo de los recursos marinos. Promueve la reforma del Incopesca para que responda a los objetivos para los que fue creado el instituto: el inter\u00e9s p\u00fablico y el uso sostenible de los recursos pesqueros.<\/p>\n
